Filipino Americans in Hawaii Running For Office In The 2026 Primary Elections

In this year’s Primary Election, Della Au Belatti is shifting gears and running for Lieutenant Governor after nearly 20 years of representing her district and community in the Hawaii State House.

As the second highest-executive position in Hawaii, the Lt. Governor supports the administration’s goals, policies, and overall functions of the state. Moreover, the position serves as the bridge to the legislative branch and manages intergovernmental relations. As the second in command, the Lt. Governor becomes the Acting Governor in case the Governor is out of state or incapacitated.

In her 20 years of legislative service, Belatti has championed Hawaii’s people by providing health care, more opportunities, and lower costs through good governance.

She was a Health Committee Chair and House Majority Leader, where she led efforts to pass legislation protecting reproductive health care, strengthening Hawaii’s mental health care services, and helping Hawaii navigate through the difficulties of the COVID-19 pandemic. She also served as Chair of the House Committee on Public Safety.

“I want to enact change through sound policies and programs that get to the heart of these challenging issues that we have had to endure for so long,” Belatti said.

“As a legislator, I helped bring the community together to champion laws to break down those barriers to provide health equity for all Hawai‘i’s people. I helped to orchestrate landlord-tenant mediation, drawing down federal funds and inviting our state’s judiciary branch to the table to find amicable solutions. People were able to remain in their homes instead of being tossed onto the streets.”

Belatti also served as co-convenor of the Good Government Caucus where they championed government transparency through finance transparency, election integrity, and government accountability.

“I believe change starts with leaders who are willing to listen to people, understand the challenges, and have the track record, tenacity, and consensus-building capabilities to truly make Hawai‘i the Aloha State,” Belatti stated.

Belatti’s journey and vision are incredibly important to the Filipino-American community. Her Lt. Governor candidacy not only represents an inspiring milestone for Filipino-Americans in Hawaii but also carries the potential to lead meaningful change for our state.

In this year’s Primary Election, several Filipino Americans are running for re-election in their respective positions. Both newcomers and experienced politicians are aiming to represent their local districts in the State House, State Senate, and even the U.S. Senate.

Familiar names such as State Senators Joy San Buenaventura (State Senate, D-2), Donna Mercado Kim (State Senate, D-14), and Rachele Lamosao (State House, D-19) are running for re-election this year.

In the State House, we have candidates on the ballot also seeking re-election to extend their terms, such as Greggor Ilagan (State House, D-4), Shirley Ann Templo (State House, D-30), Daisy Hartsfield (State House, D-36), Trish La Chica (State House, D-37), Diamond Garcia (State House, D-42), and Darius Kila (State House, D-44).

Newcomers worth noting are Eric Caceres Barsatan (State House, D-36), Trysten Fernandes Caberto (Kauai City Council), Lynn Vasquez (State Senate, D-13), and Amanda Domingo Ybanez (State House, D-30). Two newcomers eyeing State House, D-39 are Loren Keola Doctolero in the Democratic primary and Danny Degracia in the Republican primary.

The majority of the candidates are running for re-election in their respective seats.

With major concerns such as Hawaii’s rising costs of living, accessible healthcare, job opportunities, and more, Filipino-American candidates in the upcoming primaries are focused on offering solutions to improve Hawaii’s quality of life.

To guide voters in the Filipino community, Hawaii Filipino Chronicle reached out to Filipino American candidates running in this Primary Election to share their backgrounds and platforms.

Jason Ababan
RUNNING FOR: Maui County Council

BACKGROUND: My grandfather immigrated from Cebu in the 1930s and became a farm foreman in Salinas, California, a classic example of Filipino grit, leadership, and determination that built strong families and communities across the U.S. and here in Hawaii. That same pioneering spirit and commitment to hard work run through my ohana to shape who I am today. I have a total of 27 years of IT experience, with the last 15 years as the IT Manager for the Fairmont Kea Lani, where I have led major technology and operational transformations that directly impact our local economy and workforce. I’m running for the Maui County Council, Kahului seat, because I believe our district deserves leadership with logical problem-solving and proven management ability. From addressing housing affordability and homelessness with accountability to protecting our infrastructure and creating opportunities for local workers, I will bring the same work ethic my grandfather showed in the fields, now augmented by decades of IT experience and fiscal discipline.

PLATFORM: Kahului is filled with hope and real opportunity for our families. I will champion new workforce housing so our local population can thrive, raise families, and build a strong future right here at home. Together, we’ll create safer, more vibrant streets where everyone feels secure and connected. I’ll work tirelessly to lower the costs of groceries and daily essentials by supporting local farms, streamlining barriers, and boosting our economy. Tess Abalos
RUNNING FOR: State House, District 29 (Kamehameha Heights and a portion of Kalihi)

BACKGROUND: Faith, perseverance, and service have been the foundation of my life. I earned a Master’s Degree in Christian Ministries and serve as Senior Pastor of The Wonderful Savior Christian Ministries International – Honolulu. I’m the founder of Jesus n’ Aloha Marketplace and Hawaii Green Products. Traveling to all 50 states and working and doing business in many of the major cities across the country for several years broadened my perspective and allowed me to learn from people of different cultures, backgrounds, and communities. Those experiences, together with my faith, business, and ministry, have shaped my character and the way I approach life. I stand on the principles of Faith, Family, and Freedom. These values have guided my life, shaped my character, and continue to influence the way I live and serve with integrity, humility, and respect.

PLATFORM: My priorities for District 29 are strengthening public safety, supporting local businesses, making Hawaii more affordable for working families, protecting our kūpuna, and creating opportunities for our youth. I believe strong communities are built through personal responsibility, respect for one another, and responsible stewardship of public resources. I support practical solutions that encourage economic opportunity, strengthen our neighborhoods, and promote accountable government. My commitment is to serve District 29 with integrity, humility, and a collaborative spirit while standing on the principles of faith, family, and freedom.


Micah Pookela Kim Aiu
RUNNING FOR: State House, District 32 (Fort Shafter Flats, Salt Lake, and Pearl Harbor)

BACKGROUND: I was born and raised in Moanalua. I graduated from Kamehameha Schools. After completing my education, I dedicated myself to mission service. It was a privilege to serve as the State Representative for District 32 from 2022 to 2024. My focus has been on affordable housing, education, improving our schools, roads and highways, and economic opportunities to ensure that our local families can thrive and remain in Hawaii. As an attorney, former State Representative, Moanalua Gardens Community Association Director, Moanalua Lions Club member, and neighborhood security watch volunteer, I know House District 32 deserves active, accountable leadership. In the last few months, I have put in the work and knocked on thousands of doors in the district. I am running again because our community deserves a representative who will do the work and actually deliver results for our community.

PLATFORM: Hawaii’s rising costs continue to be the top issue the government needs to address. I’m committed to ensuring that Hawaii continues to invest in building housing that actually delivers affordable housing for local residents. I’m also committed to making sure there are pathways to good, high-paying jobs so that Hawaii’s keiki can stay here for post-high-school education or return back to Hawaii. That starts with investing in our schools and teachers.


Laura Andaya-Lindsey
RUNNING FOR: Kauai Mayor

BACKGROUND: Business and insurance manager, professional parent, St. Catherine School director of development, County Finance work, Director of a Kauai island nonprofit.

Eric Caceres Barsatan
RUNNING FOR: State House, District 36 (Portion of Waipahu)

BACKGROUND: My dedication to service is deeply rooted in my family’s Sakada heritage. As a bicultural leader fluent in English and Ilocano, I bring over 20 years of small business experience and leadership, including serving as past Vice President of the Filipino Chamber of Commerce of Hawaii. I helped open The Queen’s Medical Center–West Oʻahu, heading Physician Relations and Medical Staff Services for over a decade. My health policy background includes state Senate-confirmed roles on the Statewide Health Coordinating Council and West Oʻahu Subarea Health Planning Council. I directed the State Boards and Commissions Office under the Governor to ensure accountability and served as a Maui County Economic Development Specialist and Project Director, empowering at-risk youth. Deeply rooted in Waipahu, I have dedicated myself to Filipino organizations for over 25 years. I’m a member of the Knights of Columbus at St. Joseph Church, the 2026 Chaplain for the Knights of Rizal, and the past President of the Filipino Junior Chamber. I am ready to bring this leadership to the State House.

PLATFORM: Our hardworking families deserve a strong voice at the State Capitol to lower costs and protect our local way of life. My roadmap focuses on six urgent priorities: Lower Living Costs by reducing heavy financial burdens on households; Affordable Housing by fast-tracking local housing and addressing homelessness; Support Small Business by cutting red tape so local shops can thrive and keep our community prosperous; Fund Schools by modernizing classrooms and supporting our teachers; Public Safety by ensuring every neighborhood feels secure; and Fix Infrastructure by repairing aging roads and easing traffic.


Kauanoe Batangan
RUNNING FOR: Maui County Council

BACKGROUND: A generational resident of Kahului, I bring proven experience at the federal, state, and local levels of government to deliver real results. My grandfather was a sakada from San Nicolas, Ilocos Norte. My grandmother was born on the McBryde Plantation but was raised in Bacarra, Ilocos Norte. My continued involvement in the Filipino community helps me feel connected to my grandparents, who passed on their steady commitment to hard work to create a better future for the next generations. I founded the Daniel K. Akaka Congressional Fellowship for Native Hawaiian representation in federal policymaking, led advocacy efforts to expand the Pacific Islands Heritage Marine National Monument, and oversaw county planning for an interisland ferry connecting Maui, Molokai, and Lānaʻi. Following the August 8, 2023, wildfires, I stepped up to serve as a manager in the Office of Recovery, where I organized critical healthcare and social services to ensure survivors received immediate care and long-term relief. I have served on the Maui County Council since January 2026.

PLATFORM: I believe the cost of living is crushing our hardworking local families and that our government must do more to lower costs across our islands. I’m running to ensure Maui County remains the place we know and love while becoming a place where our families can actually afford to stay. My platform includes four pillars: Preserving Our Unique Culture; Diversifying Our Economy; Investing in Our People; and Stewarding Our Lands. As a councilmember, I have a proven track record of supporting government accountability and fiscal responsibility. I will continue to work to foster public trust and serve all residents.


Blaine Kenji Bautista
RUNNING FOR: Hawaii County Council, District 2

BACKGROUND: As the son of a Filipino father and a Japanese mother, I was raised with the values of hard work, humility, respect, and service to others. I am running for Hawaiʻi County Council because I believe in honest, accessible leadership that puts our community first. I earned an Associate of Science in Information Technology from Hawaiʻi Community College, a Bachelor of Science in Business Administration from Hawaiʻi Pacific University, and a Master of Business Administration with a focus on Information Systems from City University. Today, I serve as an Information Technology Specialist at the University of Hawaiʻi at Hilo. I also serve as an assistant judo coach at Kamehameha Schools Hawaiʻi and as a member of the Salvation Army Advisory Board. I am ready to bring that same spirit of service, collaboration, and accountability to the County Council as we work together to build a safer, stronger, and more affordable Hawaiʻi Island. I will work to improve public safety, revitalize Downtown Hilo, support local businesses, and address the rising cost of living affecting working families and kūpuna. RUNNING FOR: Lieutenant Governor

BACKGROUND: I am the great-granddaughter of Chinese and Filipino immigrants, a descendant of working families. My background has profoundly influenced the leader I am today. I do not come from a family with substantial resources, nor do I have the backing of corporate supporters with millions of dollars. This means I have to work harder, cling to my values, and remain grounded, true to my roots. I believe Hawaiʻi voters will see this. When many lost their jobs during the pandemic and were facing possible eviction from their homes, I helped orchestrate landlord-tenant mediation, drawing down federal funds and inviting our state’s judiciary branch to the table to find amicable solutions. People were able to remain in their homes instead of being tossed onto the streets. As a legislator, I helped bring the community together—advocacy groups, faith groups, and representatives from the health and social services sectors—to champion laws that break down barriers and provide health equity for all Hawaiʻi’s people.

PLATFORM: There are many disparities in our state. I want to change this through sound policies and programs that get to the heart of these challenging issues that we have had to endure for so long. I believe change starts with leaders who are willing to listen to people, understand the challenges, and have the track record, tenacity, and consensus-building capabilities to truly make Hawaiʻi the Aloha State. We all deserve better. I believe voters, deep down, want this too and are looking for leadership that pays attention and can deliver.


Addison Bulosan
RUNNING FOR: Kauai County Council

BACKGROUND: Born and raised on Kauaʻi, I’m a Kauaʻi County Councilmember, entrepreneur, community organizer, chiropractor, musician, and serial volunteer. Long before serving in public office, I dedicated my life to community service, small business development, health and wellness, local food systems, youth programs, and revitalizing shared spaces across the island. I continue to organize community efforts, support local organizations, and play music whenever I can. As a husband and father raising my son on Kauaʻi, I understand the challenges local families face. My public service is focused on housing, affordability, infrastructure, disaster preparedness, public safety, and building stronger systems that help residents stay rooted here. My vision is to keep the country, country, by making the town, town—investing in walkable communities, affordable housing, local businesses, and shared spaces where keiki, kūpuna, working families, and future generations can thrive.

Travis Bumanglag
RUNNING FOR: State House, District 10 (Portion of Waiehu, Paukūkalo, Wailuku, Wailuku Heights, Waikapū)

BACKGROUND: I was born and raised in Maui, Hawaiʻi. I was raised in a Christian family, and every day I strive to uphold Christian biblical principles and values through my work fixing computers, construction, house flipping, church involvement, and by engaging with communities, friends, and families. These values are part of my DNA. My number one goal is to lead people to Jesus Christ, and my second goal is to protect the freedoms that allow us to continue living out that mission.

PLATFORM: Give parents more control over the education of their children. Build an economy that works for everyone. Make America energy independent. Provide safe and secure communities so all Americans can live their lives in peace.


Hope Cresencia
RUNNING FOR: Lieutenant Governor

BACKGROUND: My parents migrated to Hawaiʻi from Cabugao, Ilocos Sur, in 1977. They worked tirelessly to earn enough to bring us to Hawaiʻi two years later. I began my journey at Salt Lake Elementary School and graduated from Radford High School. Hawaiʻi did not just raise me—it gave me a sense of belonging, purpose, and connection that continues to guide me today. My parents, Leonardo Sevilleja and Quirina Ugale, gave my siblings and me the foundation to always dream big. I earned a Bachelor of Science in Psychology from the University of Washington. I later had the opportunity to work in the Hawaiʻi State Legislature in the office of Terrance W.H. Tom, where I gained invaluable knowledge and experience. I currently serve as a Mortgage Loan Officer, helping many families achieve their dream of homeownership. I am also formerly licensed in real estate and life insurance.

PLATFORM: I am running for Lieutenant Governor to help build a safer, more affordable, and more united Hawaiʻi—one where local families can stay, children can thrive, and every community is treated with dignity and respect. My campaign is centered on strengthening families, expanding opportunities, improving public safety, protecting our island home, and restoring trust in government. Hawaiʻi deserves leadership that listens carefully, acts responsibly, and delivers practical solutions to the challenges our people face every day. I’m stepping forward because I believe we can bridge division with purpose, lead with aloha, and advance policies that protect our way of life for future generations.


Danny Degracia
RUNNING FOR: State House, District 39 (Royal Kunia, Village Park, Honouliuli, Hoʻopili, portion of Waipahū)

BACKGROUND: My grandparents became part of the American story when they moved to Hawaiʻi in the 1900s. My paternal granduncle, Procarpio, came first, enlisted in the Army, became a Master Sergeant, and sponsored my grandfather, Pablito, to come here. My father, Daniel, became the first in our family to attain the rank of Colonel in the U.S. Air Force. I earned my bachelor’s degree at age 21, my first master’s degree at age 22, and my first doctorate at age 34. In 2023, I was selected by the Centers for Disease Control and Prevention to pursue my second master’s degree in health policy at the University of Hawaiʻi at Mānoa under a post-pandemic workforce development grant focused on developing future public health leaders. I have served as a committee clerk and legislative analyst at the Hawaiʻi House of Representatives, a program specialist at the Hawaiʻi Department of Health, and a former columnist for Honolulu Civil Beat. I have lived in Waipahū since 2003.

PLATFORM: As a conservative Republican, I’m running for State Representative to lower the cost of living, make it easier for young people to start families, and inspire everyone to believe that nothing is impossible when we work together. Our community deserves a representative who will take care of their concerns and help them feel safe, confident, and hopeful again. Our voters are hardworking, honorable, and patriotic people who expect intelligent, experienced, and effective leadership. I will work every day to make our district proud.


Loren Keola Doctolero
RUNNING FOR: State House, District 39 (Royal Kunia, Village Park, Honouliuli, Hoʻopili, portion of Waipahū)

BACKGROUND: I was born at St. Francis Medical Center West and raised in Waipahū. My father immigrated from Pangasinan, Philippines, and served more than 25 years in the U.S. Army. My mother is Native Hawaiian, and together they instilled in me the values of service, hard work, and giving back to the community that has given our family so much. I am a proud graduate of Waipahū High School and have dedicated my career to serving Hawaiʻi through nonprofit leadership, cultural preservation, youth development, and public service. My work has taken me from Bishop Museum to Special Olympics Hawaiʻi, and I also serve as a track and field coach at Kapolei High School. I previously served on the ʻEwa Beach Neighborhood Board and remain committed to serving the communities of West Oʻahu. As a lifelong resident of this community, I am running to help create more opportunities for our families, strengthen our neighborhoods, and ensure West Oʻahu continues to grow in a way that benefits future generations.

PLATFORM: My campaign is centered on three priorities: Opportunity, Community, and Resilience. I will work to strengthen education and workforce pathways that lead to good-paying careers, build safer and more connected neighborhoods, and invest in the infrastructure needed to support West Oʻahu’s continued growth. Above all, I will continue listening, bringing people together, and working toward practical solutions that help our communities thrive.


Trysten “Trykie” Fernandes Caberto
RUNNING FOR: Kauai County Council

BACKGROUND: Born and raised in Līhuʻe on the island of Kauaʻi, I’m part-Hawaiian, Filipino, and Portuguese, and I was raised by my mother and grandparents, who instilled in me the Kaumakani plantation-era values of hard work and compassion. After graduating from Kauaʻi High School, I earned a bachelor’s degree in Religious Studies with a minor in Philosophy before pursuing graduate studies in the study of religion. My academic research focuses on the relationship between Indigenous worldviews and environmental stewardship, with particular attention to the protection of culturally sacred places in Hawaiʻi. Professionally, I have served as both a judicial clerk in Hawaiʻi’s Fifth Circuit Drug Court and a funeral director on Kauaʻi. Working with grieving families during some of the most difficult moments of their lives taught me the importance of treating every person with dignity and respect.

PLATFORM: I propose a principle-based approach to local government grounded in one central idea: community over commodity. I support lowering property taxes for owner-occupied homes while increasing rates for hotels, vacation rentals, and non-owner-occupied homes, with an exception for properties rented long-term to local residents. I would advocate using the additional revenue to invest in capital improvement projects such as affordable housing and environmental stewardship, while expanding successful visitor management tools, including reservation systems, so beaches and culturally significant places remain accessible to the people who call Kauaʻi home first.


Diamond Garcia
RUNNING FOR: State House, District 42 (Portions of Varona Village, ʻEwa, Kapolei, Fernandez Village)

BACKGROUND: I’m proud of my Filipino heritage and the values I was raised with: faith, hard work, respect for our elders, personal responsibility, and service to our community. Growing up in public housing, I experienced firsthand many of the same challenges facing families across Hawaiʻi. Those experiences taught me the value of opportunity, perseverance, and giving back to the community that helped shape me. Over the last four years, I have fought against policies that would make Hawaiʻi even more expensive for working families, stood up to protect parental rights and religious liberty, supported our law enforcement officers, and worked to ensure West Oʻahu receives the roads, schools, and infrastructure our growing community deserves. My commitment remains the same as when I first ran for office: to be a strong voice for local families, defend our constitutional and God-given freedoms, and work every day to leave Hawaiʻi better for the next generation. I humbly ask for your support in this election. Vote Garcia!

PLATFORM: My priorities are centered on the values shared by so many of Hawaiʻi’s families: faith, family, hard work, and opportunity. I will continue fighting to lower the cost of living, improve our roads and infrastructure, strengthen public safety, support our police officers, and expand opportunities for local families to achieve homeownership. I will continue defending parental rights, religious liberty, and the constitutional freedoms we cherish while advocating for quality education and responsible government. My goal is to ensure every family, especially the next generation, can afford to live, work, raise their children, and build a future right here in Hawaiʻi.


Daisy Balais Hartsfield
RUNNING FOR: State House, District 36 (Portion of Waipahū)

BACKGROUND: I am a lifelong Waipahū resident, an attorney, and the incumbent representative for District 36, appointed by Governor Green in January 2026. My professional background is extensive, encompassing roles as a Division Administrator for the Department of Human Services, a government attorney—having served in the Office of the Attorney General, the Office of the Public Defender, and the Office of the Honolulu Prosecuting Attorney—and supervisor of the Hawaiʻi Drug Court Program. Since taking office, I have earned a reputation as a lawmaker who asks tough questions, prioritizing rigorous legislative oversight and advocacy. As a mom, family is my priority, and I will continue to advocate for safer family homes and opportunities for families to spend more quality time together. My commitment to the Filipino community is personal. My maternal family is from Dingras, Ilocos Norte. I vowed to do what I could to uplift the lives of Filipinos in Hawaiʻi. I hope to do that by using my leadership role to bring people together and inspire the next generation to become future leaders of Hawaiʻi as well.

PLATFORM: I’m committed to revitalizing Waipahū through targeted legislative action and persistent oversight. My platform focuses on creating safer neighborhoods, improving our infrastructure, and fostering an economy that supports our local businesses. Through transparent, community-led leadership, I will work tirelessly to secure a sustainable and prosperous future. I have the experience to bring our community together, ensuring we move forward toward a better, brighter tomorrow for all.


Greggor Ilagan
RUNNING FOR: State House, District 4 (Hawaiian Paradise Park, Hawaiian Beaches, Nānāwale Estates, Leilani Estates)

BACKGROUND: As Chair of the House Committee on Technology, I work to modernize government, strengthen Hawaiʻi’s economy, and ensure emerging technologies benefit local communities. I also serve as Co-Chair of the Hawaiʻi State Legislature’s Filipino Caucus. My priorities include expanding Highway 130, improving alternate routes in Puna, increasing access to affordable insurance for Lava Zones 1 and 2, securing funding for capital improvement projects, and advocating for a future Puna Community Medical Center. Statewide, I have championed legislation to protect children and creators from the misuse of artificial intelligence, strengthen data privacy, grow Hawaiʻi’s film industry workforce, and improve government permitting to make projects simpler and more predictable while protecting Hawaiʻi’s environment and communities. Known for my collaborative leadership and accessibility, I regularly host community town halls and believe that listening to residents is essential to effective public service. My goal is to build a stronger, more innovative, and more affordable Hawaiʻi while ensuring every community has a voice in government.

PLATFORM: My priority is delivering practical solutions that improve everyday life for Hawaiʻi’s families. I will continue working to improve transportation infrastructure, expand healthcare access, support affordable housing, strengthen our economy, and modernize government through technology. By reducing unnecessary bureaucracy, investing in our workforce, and listening to our communities, we can build a safer, more affordable, and more resilient Hawaiʻi while preserving the values and culture that make our islands home.


Darius K. Kila
RUNNING FOR: State House, District 44 (Māʻili, Nānākuli, Lualualei, Ko Olina and Honokai Hale)

BACKGROUND: I was born and raised on the Leeward Coast and am proud to call District 44 home. Before being elected to the State House, I worked in food service, for a nonprofit organization focused on Native Hawaiian advancement, and in the Hawaiʻi State Legislature. Those experiences shaped my commitment to public service and taught me the value of hard work, collaboration, and putting people first. Since being elected in 2022, I have worked to make government more accessible, responsive, and accountable. As Chair of the House Transportation Committee, I have championed investments in safer roads, improvements to Farrington Highway, pedestrian safety, and transportation infrastructure that better serves West Oʻahu. I have also worked to strengthen public education, expand access to mental health services, improve emergency preparedness, protect animals, and deliver meaningful investments for our community. It is the privilege of a lifetime to serve the people of District 44, and I remain committed to leading with accessibility, integrity, and a genuine commitment to putting our community first.

PLATFORM: I will continue fighting for safer roads, stronger schools, affordable housing, expanded mental health services, environmental stewardship, and responsible investments that improve quality of life across the Leeward Coast. I will continue listening, communicating openly, and working with anyone willing to move our community forward. Donna Mercado Kim
RUNNING FOR: State Senate, District 4 (Moanalua, ʻAiea, Fort Shafter, Kalihi Valley, Red Hill, Kapalama)

BACKGROUND: For more than four decades, I have had the privilege of serving the people of Hawaiʻi on the Honolulu City Council and now in the Hawaiʻi State Senate. I currently serve as Chair of the Senate Education Committee, where I work to strengthen our public schools, improve student achievement, support our teachers, and ensure that education funding reaches our classrooms where it has the greatest impact. I have led legislative investigations into government mismanagement, procurement failures, and the misuse of taxpayer dollars because I believe public officials must be accountable to the people they serve. I’m proud of my Filipino heritage and grateful for the sacrifices of those who came before me. Their resilience and determination inspire my commitment to improving affordability for working families and seniors, strengthening public education for our keiki, promoting transparency and accountability in government, and protecting the interests of our communities. It has been the honor of my lifetime to serve the people of Hawaiʻi, and I remain committed to listening, working hard, and giving back to the community that raised me.

PLATFORM: My focus has always been on improving the quality of life for the people of Hawaiʻi. I am committed to the redevelopment of Kalihi, strengthening our infrastructure by improving roads and schools, expanding educational opportunities for our keiki, managing tourism responsibly, protecting our environment, creating good-paying jobs, and making Hawaiʻi more affordable for working families and seniors. Born and raised in Kalihi, I will continue fighting for a transparent, accountable government that puts taxpayers first and delivers results for the people.


Trish La Chica
RUNNING FOR: State House, District 37 (Portions of Mililani Town, Mililani Mauka, Waipiʻo Gentry and Koa Ridge)

BACKGROUND: As Vice Chair of the House Education Committee and Assistant Majority Floor Leader, I’ve worked to expand free school meals, improve school transportation, strengthen protections for children online, invest in teacher workforce housing, improve neighborhood safety, and secure funding for schools and community priorities. My passion for public service began in Manila, where I worked as an investigative journalist, producing documentaries that highlighted the daily struggles of Filipino families and exposed corruption. I earned my Master’s in Public Administration in San Francisco and worked for a national policy organization. In Hawaiʻi, I continued my public service in nonprofit leadership and state and county government, focusing on health, Medicaid, housing, and homelessness. As a proud Filipina immigrant, wife, mom, and community leader, I understand the hopes and sacrifices so many families make to build a better future. My goal has always been simple: to make our community and our state the best place for families to live, work, and raise the next generation.

PLATFORM: My priorities are making Hawaiʻi more affordable for working families, strengthening public education, expanding housing opportunities, improving transportation, enhancing public safety, and advancing clean energy solutions that lower costs and build a more resilient future. I also believe in working hard to ensure that the government truly listens and responds to the community. Finally, I believe we must invest in our keiki, support our educators, protect our kūpuna, and create pathways for our young people to live, work, and raise their families here in Hawaiʻi.


Rachele Fernandez Lamosao
RUNNING FOR: State Senate, District 19 (Pearl City, Waipahu, West Loch Estates, Honouliuli, Hoʻopili)

BACKGROUND: Born and raised in Waipahu and as the daughter of Filipino immigrants, I learned early the values of hard work, sacrifice, and service. I attended August Ahrens Elementary, Waipahu Intermediate, and Waipahu High School before earning an Associate of Arts from Leeward Community College. I later received both a Bachelor of Arts in Political Science and a Master of Public Administration from the University of Hawaiʻi at Mānoa. While completing my education, I balanced the responsibilities of raising my son, an experience that strengthened my resilience and deepened my commitment to supporting working families. My public service career began at the Hawaiʻi State Legislature, where I served as a legislative staff member and office manager. I later worked as Government Relations Manager and Communications Director for the Hawaiʻi Farm Bureau, advocating for local agriculture and rural communities. Before joining the Senate, I proudly served in the Hawaiʻi House of Representatives. I’m honored to serve the community that raised me and remain committed to delivering practical solutions that improve the lives of local families.

PLATFORM: I am committed to keeping our communities safe, supporting working families, and investing in infrastructure that improves everyday life. As Vice Chair of the Senate Committee on Labor and Technology, I have advocated for tax relief, strengthened public safety, supported local agriculture, and secured more than $90 million in capital improvement funding for Senate District 19. My priority is delivering practical solutions that strengthen our communities and ensure a brighter future for the residents of Senate District 19.


Rose Martinez
RUNNING FOR: State House, District 40 (Portions of Lower Village and ʻEwa Beach, Iroquois Point)

BACKGROUND: I immigrated to the U.S. from Urdaneta City, Philippines, and raised my son Tristan with my husband, Flor Martinez, who is a former Philippine Consulate official and longtime radio personality. I received my BS in Medical Technology and my Master’s in Public Health and have worked as an educator, laboratory scientist, and community advocate. I’m the former State Representative for House District 40 and successfully secured over $12 million in funding for my district. I served as Vice Chair of the House Committee on Culture and Arts/International Affairs and was also a member of the Labor and Government Operations, Education, and Higher Education committees. My decision to run for office was inspired by the daily reality of traffic gridlock and the rising cost of living that makes it harder for hardworking families to get ahead. I bring years of experience from the community, government, and private sectors to the State House. I am dedicated to using my expertise to fight for a better, more affordable future for Hawaiʻi’s next generations and all ʻEwa families.

PLATFORM: Some of my legislative priorities include addressing affordability by finding ways to make food, prescription drugs, and housing more affordable. We must increase the inventory of affordable housing and provide true affordability for local families. I will continue fighting for transparency and accountability in government while supporting sustainable energy and agriculture. I also believe in helping local farmers grow more of our own food and advancing sustainable energy projects that help reduce utility costs for residents.


Julie Reyes Oda
DISTRICT/OFFICE RUNNING FOR: State House, District 40 (Portions of Lower Village and ʻEwa Beach, Iroquois Point)

BACKGROUND: I was born and raised on Oʻahu and have called District 40 home for the last 20 years. I’m proud of my Filipino, Japanese, Hawaiian, and Portuguese roots. My grandparents were plantation workers in Honokaʻa and Waialua, and that history of hard work runs deep in my family. I’ve always believed in rolling up my sleeves to help—whether it’s serving as Vice Chair of the ʻEwa Neighborhood Board, leading the Nānākuli High and Intermediate School Community Council, or volunteering at food drives in ʻEwa Beach because nobody in our community should go hungry. For nearly 20 years, I taught in Leeward Oʻahu, starting at Campbell High and eventually leaving Nānākuli High and Intermediate for the State Capitol. As a mom and a teacher, I’ve seen firsthand why we need safe communities and great schools. My goal is simple: make sure our kids get the skills they need for great jobs right here in Hawaiʻi so they don’t have to leave home. I believe government is all about serving the people, and I’m honored to do that work every day.

PLATFORM: As your State Representative, my mission is straightforward: better schools and safer streets. I’m pushing for real solutions to make housing more affordable and help more of our residents get into homes of their own. My focus is on policies that build long-term economic stability because I want to make sure Hawaiʻi stays a place where our families can afford to live, thrive, and build a future for generations to come.


Joy A. San Buenaventura
OFFICE RUNNING FOR: State Senate, District 2 (Puna)

BACKGROUND: Although I was born in Manila, I am a descendant of a Sakada. I am a product of the Honolulu public school system until we moved to Las Vegas, like many Hawaiʻi families, where I graduated from college. I later graduated from law school in San Francisco. I returned to Hawaiʻi and practiced law for over 30 years before becoming a legislator. I served as a State Representative for six years, during which I helped spearhead and adopt extensions to ʻOhana Zones as temporary shelters for our growing homeless population. I have also served as a State Senator for more than five years and currently chair the Senate Committee on Health and Human Services. As chair, I helped ensure continued benefits during shutdowns and advocated for programs to increase our shrinking healthcare workforce through the state’s loan repayment program, interstate and international recruitment, and expanded medical and dental services for rural communities. I have also worked to preserve important tax relief for local residents.

PLATFORM: If re-elected, I will continue advancing the programs I have championed, including reducing commuter traffic congestion through a Highway 11 contraflow and working with the county on a Stainback Highway connection into Hilo. I will continue addressing chronic homelessness by focusing on mental health stabilization and providing job training and employment services for those able to work. I also remain committed to expanding medical, dental, and behavioral healthcare services in rural communities through telehealth and increased support for community health workers.


Shirley Ann L. Templo
RUNNING FOR: State House, District 30 (Kalihi, Kalihi Kai, Keehi Lagoon, and Hickam Village)

BACKGROUND: As the first Filipina woman elected to represent this district, I carry forward a legacy of resilience, community pride, and representation for the people who have shaped my life. My educational journey began at Puʻuhale Elementary School, followed by Kalākaua Middle School and Farrington High School. I continued my studies at Honolulu Community College before graduating from the University of Hawaiʻi at Mānoa with bachelor’s degrees in Political Science and Communication. With more than a decade of experience in public service, my work with the Honolulu City Council and the Hawaiʻi State Legislature has given me valuable insight into policymaking, governance, and community advocacy. I currently serve as Vice Chair of the House Committee on Tourism and as a member of the Economic Development and Finance Committees. Through my work in the community, I remain dedicated to uplifting families and ensuring a brighter, more secure future for all residents of House District 30 and the state of Hawaiʻi.

PLATFORM: My priorities are increasing affordable housing, strengthening public safety, supporting quality education, expanding economic opportunities, and making government more responsive, transparent, and accountable. I will continue working alongside residents, community organizations, businesses, and government partners to develop practical solutions that improve everyday life. Together, we can build stronger neighborhoods, create greater opportunities for future generations, and preserve the values that make Hawaiʻi home. I’m committed to serving with integrity, transparency, and an unwavering dedication to the people of House District 30 and the State of Hawaiʻi.


Lynn Vasquez
RUNNING FOR: State Senate, District 13 (Liliha, Pālama, Iwilei, Nuʻuanu, Pacific Heights, Pauoa, Downtown, Chinatown, Dowsett Heights, Puʻunui)

BACKGROUND: I have served my neighbors and my community for more than 18 years as an elected Neighborhood Board member and currently serve as Vice Chair of the Kalihi-Pālama Neighborhood Board. I also co-founded The Slippah Foundation, a nonprofit organization dedicated to providing footwear each year to underserved communities across Hawaiʻi. I grew up in this district, where my Filipino parents owned a small business and taught me the importance of serving others and giving back to the community. As a community advocate, I have been recognized by the Legislature and have built strong relationships that will help me effectively serve the residents of District 13. My parents instilled in me the strong work ethic and values shared by many Filipino families, and I remain committed to using that passion to fight for working people, small businesses, and local families throughout Hawaiʻi.

PLATFORM: Our district needs a leader who is ready to fight for affordability while supporting working families and small businesses. Too many local families are leaving Hawaiʻi, and too many businesses are closing their doors because of the high cost of living. We need bold, practical solutions and a willingness to think outside the box when crafting legislation. As a longtime Neighborhood Board member, I know how to work collaboratively with government officials while ensuring the voices of my constituents are heard.


Amanda Domingo Ybanez
RUNNING FOR: State House, District 30 (Kalihi, Kalihi Kai, Keʻehi Lagoon, Hickam Village)

BACKGROUND: I grew up in public housing in Kalihi and was born into a Filipino immigrant household. I’m only the second person in my family to be educated in America, and I have always made it a priority to give back to my community because I know what it feels like to have very little. I have put the community first by serving on the Neighborhood Board for more than a decade. I have brought community leaders together to address concerns affecting Kalihi and the urban core of Honolulu. I have also supported the labor movement alongside Local 5 and hotel workers by joining strikes and standing with hardworking people across Hawaiʻi. My commitment to public service is more than a position or professional training—it is a way of life. It is who I am. I decided it was time to serve my community through the Hawaiʻi State Legislature by running as a Republican for the State House of Representatives, District 30.

PLATFORM: My platform is centered on “Our Community First.” I will focus on lowering the cost of living and increasing affordable housing by supporting local farmers, cattle ranchers, and the infrastructure they rely on while encouraging responsible transit-oriented development around the Skyline. I support funding for public safety and community safety initiatives, expanding community-based social services and rehabilitation programs to address homelessness, and strengthening disaster preparedness by expanding community emergency response programs such as CERENE and CERT.
